A man was arrested after a witness claimed to have seen him allegedly masturbating in front of school children outside the Broward College Library.
According to Coconut Creek Police, on May 10, a witness reported to officers seeing a man later identified as Stuart Belgrave, 30, of Fort Lauderdale, masturbating outside the library building located at 1000 Coconut Creek Boulevard.
The witness told officers that Belgrave was standing outside with his genitals exposed while using his left hand to perform the act. He held a cellphone in his right hand, pointing toward a female child inside the library on the other side of a lightly tinted window.
The young girl told police she noticed the man outside looking at his phone and making what she described as “stroking” motions with his hand.
Belgrave left the area before officers arrived, but detectives say he was later identified through investigative means and arrested two days later. He was taken into custody and transported to the Broward County Main Jail.
