A man with a history of an alleged violent road rage incident is back behind bars after police say he threatened a driver with metal nunchucks before smashing out the victim’s rear window.
According to a Coconut Creek Police Department arrest report, Phillip Anthony Chung-Young, 27, of Margate, was arrested August 4 by Coconut Creek Police following an incident near Lyons Road and West Hillsboro Boulevard.
Records show Chung-Young was riding a scooter when he pulled in front of another vehicle that was stopped at a red light. Police said Chung-Young was angry because he believed the driver had illegally split lanes. He allegedly got off his scooter, took out a pair of metal nunchucks from a compartment, and approached the driver’s side of the vehicle.
According to the affidavit, Chung-Young began swinging the nunchucks up and down and side to side directly outside the driver’s closed window. The driver was unable to immediately escape because another vehicle was stopped in front of him,
Fearing that Chung-Young would smash the window and injure him, the driver waited until the light changed and began pulling away. Police said Chung-Young struck the back of the vehicle with the nunchucks as the car pulled away, shattering the rear window.
Chung-Young allegedly fled southbound on Lyons Road but was located minutes later traveling westbound on Wiles Road after Coral Springs and Coconut Creek dispatchers broadcast a description of him and the scooter.
The victim was brought to the traffic stop and positively identified Chung-Young. Officers also reported finding a pair of nunchucks inside an open compartment on the scooter.
Chung-Young was arrested and transported to the Broward County Main Jail.
The Coconut Creek arrest is not the first time Chung-Young has been accused of using a weapon during a road rage confrontation. In 2023, Coral Springs Talk reported that Chung-Young was arrested following an incident involving a tourist whom he allegedly attacked with a knife during a roadway confrontation.
In that case, the victim drove to the Coral Springs Police Department to seek refuge.
