Residents of the new Mainstreet at Coconut Creek will live under a community development district that will have powers, responsibilities and taxing authority similar to those of a city government.
During the February 13 meeting, the commission unanimously approved an ordinance to establish the Mainstreet Community Development District (CDD) on the first reading. According to a presentation to the commission, the developer has designated five people to be initial members of the board of supervisors.
Eventually, the Mainstreet property owners will have the opportunity to vote for the five board members and run for seats on the board. A professional manager will run the CDD’s daily operations like a city manager. The CDD will have the authority to collect assessments that will be used to pay for maintenance and infrastructure improvements. According to the presentation, the board must follow the Sunshine Law and have open meetings.
Commissioner Jeffrey Wasserman said it is essential that prospective owners receive information on required fees in addition to the cost of the home.
According to Vice Mayor Jackie Railey, residents should receive full information about the CDD and the services they will pay for and receive. The CDD is necessary because maintenance and infrastructure must be financed. “This will be an independent government that will partner with the city,” said Railey.
The ordinance will come before the commission at a future meeting for a final reading.
Mainstreet will be a 200-acre mixed-use planned development that will include housing units, stores, and restaurants. It will also include open green spaces, a public plaza, parks, and a greenway system.
